Elaine Banda
Elaine has worked for the State of Alaska since 1997 and for Alaska Occupational Safety and Health (AKOSH) Consultation and Training since 2012. She is a certified trainer and holds a Bachelor of Science degree in Business Management and a Master’s degree in Adult Education, specializing in Curriculum and Design. Elaine is also an adjunct professor for the University of Alaska, Career and Technical College of Education, where she teaches courses in Training Methods and Safety Management and Leadership.
Bea Berry
Since 1982 Bea Berry has been the owner, President, and CEO of Wellness 2000, Inc., working to help organizations establish healthy, dynamic work environments that support and sustain their workforces, while reducing medical costs for the employers. Bea is a national lecturer and organizational trainer who has devoted much of her life to helping companies develop and implement programs to increase the morale and effectiveness of their most important asset – the employees and their families.
Marjorie Brice
Marjorie Brice is a General Electric, Power Services employee contracted for Operations and Maintenance at the Clark Public Utilities River Road Generating Plant located in Vancouver, Washington. She is the Environmental Health & Safety Specialist and involved in the Quality certification program for the site. She has been at the River Road site for 16 years and was an EHS Specialist for a manufacturing company for 5 years. She is the VPP site representative and a Region X VPP Board Member.
Cliff Butler
Cliff Butler is a Director at Large with the Region X Board of Directors, a Special Government Employee, and serving as 2nd Vice Chair on the SHARP Alliance Board. He has been a member of ASSE since 2002. He has been employed with Sherwin Williams for nineteen years and traveled extensively assisting sister sites in preparing for VPP through training and auditing as well as introducing new acquisitions to the Sherwin Williams safety process.
Jeff Carlson
Jeff Carlson graduated in 1991 with a BS in Industrial Safety from the University of Central Missouri and in 1999 with an MS in Environmental Science from Oklahoma University. He has 27 years of direct experience in the Oil & Gas Industry with ConocoPhillips applying Health, Safety, and Environmental principles in industrial settings. He facilitated VPP "STAR" certification at ConocoPhillips Kuparuk Oil Field. Professional certifications include: Certified Safety Professional, Certified Hazardous Materials Manager, Registered Environmental Manager, Certified Environmental Auditor, and Special Government Employee (SGE). As an SGE, Jeff has actively participated in Region X and Region VIII audits.
Brooke Cary
Brooke Cary is an inventory professional and Safety Team Committee Leader with the Coca-Cola Syrup Plant in Portland, Oregon. In her 10 years with Coca-Cola, she has held various roles in the plant covering maintenance, warehouse, and administration. She’s led the Safety Team Committee for over 5 years and recently developed and implemented a behavioral based safety recognition program with the intent to keep safety awareness in the forefront and increase employee engagement. She was integral in the plant achieving VPP Merit status in 2011, graduating to Star in 2016, and was sworn in as an SGE for OSHA in June 2017.
Ezequiel Chalbaud
Ezequiel Chalbaud is a husband and father of two little ones with a passion for safety. He is an Alaska resident of 9 years and has spent most of that time working at Red Dog Mine and Prudhoe Bay. He progressed into safety from a craft position in 2006 while working in the Colorado construction industry because he actively cared for his fellow co-workers. Having looked after the wellbeing of workers in the construction, mining, and oilfield industries, Ezequiel has been exposed to a breadth of safety programs giving him the experience to differentiate between what works in advancing a company’s safety culture and performance and what doesn’t. He has found that a simple recipe works best. He currently works as the QHSE Director for Fairweather LLC.
Mark Coxen
Mark Coxen is a third generation employee of Georgia Pacific in Toledo and second generation member of AWPPW Local 13. His grandfather, Dee Coxen was on the crew that built the mill and was the first employee to retire from Toledo GP. Mark is in his 35th year of employment with the mill and is machine tender of the #1 paper machine known fondly as Yaquina Chief.
Derek Engard
Mr. Engard earned a Bachelor of Science in Aviation Operations from San Jose State University and was then commissioned in the United States Air Force. After the Air Force, he received a Master of Science in Environmental Health specializing in industrial hygiene from Colorado State University. He began his work with OSHA in 2009 as a safety and health compliance officer at the Denver area office. In 2014, he moved to the OSHA national office working in the Directorate of Enforcement Programs and in 2016 he began working in the Seattle Regional Office as the Region X VPP and consultation program manager.
Don Enslow
Don Enslow is a Safety Professional with 40 years of experience. He has worked around the globe in a variety of industries to include positions supporting the development of major construction projects within the Utility and Oil and Exploration Industries. The last 26 years of his resume have been in the support of oil exploration and development on the North Slope of Alaska, and, the recent establishment of a Sole Proprietorship within the State of Alaska as a Safety Consultant. His experience also includes participation and membership in the NFPA 2001 Committee for the Standard on Gaseous Fire Extinguishing Agents and the ASSE Engineering Practice Specialty.
Jack Griffith
Jack is a Member of the Hanford Atomic Metal Trades Council and Machinists Local 1951. He’s employed by CH2M HILL Plateau Remediation Company in Richland WA. as a Union Safety/Site VPP Representative. He has over 20 years’ experience in VPP and serves on the Region X and National VPPPA Board of Directors and participates on the Labor/Management and Mentoring and Outreach Committees.

Carol Henning
Carol Henning has over twenty five years of contractor and federal program and safety management experience. During this time, her job functions have shifted from waste management operations to the development and implementation of safety management systems to training to managing safety oversight personnel and processes. Through all of her positions, she has served as an advocate for meaningful worker involvement across the Idaho site. Ms. Henning was partner in the efforts enabling the (then) Idaho National Engineering and Environmental Laboratory to become the first DOE National Laboratory to achieve Voluntary Protection Program “STAR” status. She is currently the DOE Idaho Operations Office Industrial Safety Supervisor/Team Leader and remains actively engaged in VPP efforts with the Idaho site contractors and across the DOE complex.
Loria Holden
Loria Holden has over 15 years of experience in Environmental Health and Safety including Process Safety. She has worked in a variety of industries including Chemical Manufacturing, General Manufacturing, Wood Products, and Pulp and Paper. She earned her CSP certification in December 2015. While she has broad experience in safety and health, her passion is behavioral science with a focus on positive reinforcement.
Brian Horner
Brian Horner is a consultant/instructor specializing in occupational fall protection and rescue training with a heavy career involvement in remote emergency medicine. In 1986, after an 11-year position in military special operations, Horner founded LTR Training Systems, (Learn to Return). This led to instructor positions with the DEA and the US Customs Services as well as the University of Alaska. Brian has climbed professionally as both a mountain guide and field safety specialist in Antarctica, Greenland, South America, and Denali National Park. Brian holds multiple instructor and competent person ratings from Petzl, Miller, Capital Safety, and Roco. Brian is currently the National Association of Tower Erectors Liaison for Alaska. He is a leader in the field of development of hands-on instructional programs designed specifically toward saving lives in emergencies.
Mark Hurliman
Mr. Hurliman has an occupational background including work as a dairy farmer, self-employed commercial fisherman, construction worker, logger, and mill worker. He has worked at Oregon OSHA since 1990, as a Compliance Officer and a Safety Consultant, and has managed the VPP and SHARP programs for Oregon OSHA since 1996. Mark is recognized by the Institute for Safety and Health Management as a Certified Safety and Health Manager (CSHM). He has developed and presented a variety of training presentations on SHARP, VPP, and a wide variety of safety and health management related topics. His presentations, workshops, and classes have been presented throughout Oregon as well as at regional and national safety and health conferences.

Chris Knight
Chris Knight has steered the VPP Team at Trumbull’s Linnton Asphalt Facility since 2006. He has advanced the VPP in Oregon as an SGE since 2011, earning Region X SGE of the Year honors in 2015. He is a member of the elite fraternity of safety professionals who possess a BA in English.
Edward Larson
Edward Larson has worked at Georgia-Pacific Toledo for 29 years. He spent 24 years working in OCC department operating 2 cardboard recycling plants during that time. For the last 4 years he has been the mill’s Union Safety Coordinator. Safety is a passion and a priority for Edward and he wants to do everything in his power to help employees go home safe every day. He feels that Behavior Based Safety is a way for everyone to get involved, when you see something say something, whether it is an at-risk behavior or giving someone positive reinforcement.

Daphne Larsen has a BS in Chemical Engineering University of Arizona. Process Safety Engineer at a Phosphorus Production plant for FMC Corporation. Shift Supervisor at the Idaho Cercla Disposal Facility, DOE Facility Representative and Remote Handle Transuranic Program Manager at the Department of Energy, Idaho Operations Office. Daphne grew up in Thailand. She is passionate about sharing simple techniques for inner peace.
Bob Lee
Bob is a 30 year veteran firefighter with the last 16 of those being in the position of Fire Chief with Kulis Air National Guard Fire Department at Ted Stevens Anchorage International Airport. Bob’s passion for helping people led him to specializing in Technical Rescue in the fire service. His extensive background has allowed him to be able to share his training and experience with a wide variety of agencies and organizations in order to help to keep employees safe. Bob is the State Representative for Alaska with the Aircraft Rescue and Fire Fighting Working Group (ARFFWG) as well as the Manager of Beacon’s Technical Rescue Team.

Bruce Madsen
Bruce is the founder and president of the risk management and peak performance consulting firm High Tech Sports Therapy Associates Inc. established in 1981. HTSTA has worked with over 170 of the Fortune 500 companies and Bruce has worked as a human performance coach at 3 Universities and helped hundreds of elite athletes avoid injury and maximize sport outcomes. His clients have included A. C. Green of the LA Lakers, Boeing, Nike, Tropicana, Conoco Phillips, BP, Dr. John Hazel, Orthopedic Surgeon for the Portland Trail Blazers. He has trained 256 World or National Champion Athletes. HTSTA specializes in soft tissue strain and sprain injury prevention covering the wrist, elbow, shoulder, neck, back, knee, ankle, and foot.
Joe McCullough
Joe moved to Alaska in 1992 after visiting for the summer and falling in love with the ocean and the mountains. He has worked for the Alaska Department of Natural Resources for 26 years, starting out as a volunteer in Kachemak Bay State Park. Joe also worked as a park ranger in Anchor Point and on the Kenai River. He was hired as the Education Coordinator for the Alaska Boating Safety Program in 2002. Joe loves teaching and is a nationally certified boating safety instructor, NSBC boat control instructor trainer, Alaska Police Standards Council instructor and an American Canoe Association instructor. Joe was the recipient of the National Association of State Boating Law Administrators’ (NASBLA) Boating Safety Award in 2006 and NASBLA’s Educator of the Year Award in 2012.He graduated with a B.A. Degree from James Madison University in Harrisonburg, VA. Joe lives in Anchorage with his wife and daughter, Noelle and Rebecca.
Trish Morris
Trish is a Planning and Financial Controls Specialist at the Idaho National Laboratory (INL) with a BS in Business Administration. She has been working in this field at the lab for 25 years. She has also been practicing meditation for over 20 years. Two years ago, a personal experience prompted her to learn about mindfulness in the workplace. Her purpose is to help people be more present, aware, and connected. Her mission is to reduce and prevent injuries, reduce stress, and increase productivity resulting in a happier, healthier more mindful workforce.
Daniel Morton
Dan started his career with degrees in chemistry and statistics, fully planning to spend his life as a laboratory research scientist. However, after only a year of analytical and polymer chemistry for an adhesive company in St. Paul, MN, a position came open to run the chemistry lab for the company’s Industrial Hygiene Department. That small shift led to a lifetime career change that has taken him all over the world performing IH assessments and audits, conducting HSE training, working at Ground Zero after 9/11, presenting seminars on domestic preparedness, working as a salesperson for CBRN respiratory protection products, and finally coming full circle back to classic Industrial Hygiene in the oilfields of Alaska’s North Slope. In his spare time he is a practicing ambulance medic in the Matanuska-Susitna Valley, a 20 year skydiving instructor, and a professional violinist.
Sharon Perkins
Sharon has a Master’s Degree in Environmental Studies from Evergreen State College. She began work in the field of worker safety and health back in 1998 and has been with the WA VPP since 2010.
Sam Rader
Sam Rader has been involved in the health and wellness industry for over fifteen years. He is a Certified Nutritional Consultant, with a Bachelor’s Degree in Human Development from Washington State University. Sam owns and operates PROACTIVE INJURY PREVENTION, a business designed to promote and maintain workplace health and safety. Clients include Georgia Pacific, KapStone, Tetra Pak, and Tillamook Cheese.
Curtis Reece
Curtis Reece is the Voluntary Protection Program (VPP) Manager at the Idaho National Laboratory (INL). He is the laboratory point-of-contact and spokesperson for the DOE VPP Star process at INL, and maintains and integrates VPP programs and activities laboratory wide to include interfaces with INL personnel, DOE-HQ, DOE-ID, management, unions, and subcontractors. Along with researching and introducing new, innovative, proactive, and preventative safety and health programs, Curtis’ responsibilities include coordinating laboratory level VPP events and activities, the INL Annual Safety and Health Program Evaluation, and the triennial VPP Onsite Review from DOE-HQ. He also provides technical direction to the Laboratory Employee Safety Team, and the Employee Safety Teams (ESTs) to ensure a viable infrastructure of safety and health excellence. Curtis has 18 years’ experience in VPP at INL and twenty-four years of project management experience in the Environmental, Safety, and Health fields. Curtis attended Idaho State University, earning a bachelor’s degree in physics, and a master’s degree in environmental engineering.
John Schuelke
John is an Alaskan resident for the last 38 years, and originally transplanted here from Texas via the military. He has been actively involved in Oil & Gas for 22 years, executing projects for Alyeska, BP, Exxon-Mobil, and ConocoPhillips. John is also actively involved in the motorcycle community and is a proud owner of four Harley Davidsons – volunteering time and energy for ABATE – Alaskan Bikers Advocating Training and Education. He is a strong believer in the strength of people and empowering them with knowledge, tools, and attitude to work incident free.

Rocky Simmons is a Union Safety Representative for Hanford Atomic Metal Trades Council. He is the VPP co-leader for the MSA company with 28 years of services. He is also the Region X Board of Directors recording secretary.
Ron Simmons
Ron is Safety Director at Champion and Associates. Champion builds and installs overhead crane systems for the Boeing Company. Prior to working at Champion, he was Maintenance Manager for Boeing at the Frederickson Site. He was also the North West Regional Leader of Boeing’s “Crane Systems Management Program”, responsible for Crane Operations, Safety, Training, and Crane Maintenance at all Boeing sites in the NW. He has 40 years’ experience in Construction, Maintenance, Overhead Crane Systems, and Safety.
Matthew Steinberger
Matt has worked in the Alaska oil, gas, & mining industry for the past 28 years. Matt lives in Alaska and is an avid outdoorsman. He has been an integral part of the creation and implementation of Behavior Based Safety (BBS) Processes at ConocoPhillips both in Alaska and across the company. A unique perspective on BBS and how it influences work cultures has allowed him to develop high functioning teams and sustainable, positive impacts, for over 15 years.

Kevin Sun
Kevin received his MPH in Industrial Hygiene/ Hazardous Substances Management from the University of Michigan School of Public Health. He was previously an Industrial Hygiene and Safety Specialist for BP U.S. Pipelines and Logistics in Chicago, IL where his scope of responsibility included managing the permit to work program, lessons learned, and industrial hygiene. Kevin is currently an Industrial Hygienist based on the North Slope for BP Alaska.
Hans Van Dongen
Dr. Hans P. A. Van Dongen is Director of the Sleep and Performance Research Center and Professor in the Elson S. Floyd College of Medicine at Washington State University Spokane. Dr. Van Dongen is known for his research on sleep, sleep deprivation, cognitive performance, and fatigue risk management. His research includes laboratory, field and simulator studies, as well as mathematical modeling of sleep and performance. He has published over 150 peer-reviewed papers. He has been awarded funding by the NIH, NASA, Department of Defense, Navy, Army, Air Force, Federal Aviation Administration, Federal Motor Carrier Safety Administration, Regional Airline Association, and various industry partners. More than 100 undergraduate and graduate students and postdocs have been trained in his laboratory.
Trena VanDeHey
Trena VanDeHey is the Oregon OSHA Standards and Appeals Manager. This position oversees technical, appeals, internal training, and the resource center. Trena has worked for Oregon OSHA for 16 years, with experience as a health compliance officer, industrial hygienist in technical, health analyst, and a consultation manager. This wide array of experience within Oregon OSHA and with Occupational Safety and Health makes her very well rounded in the agency.
Michael Wood
Michael joined Oregon OSHA in September 2005. As Administrator, he directs and sets policy for the statewide occupational safety and health program, and establishes goals and strategies for reducing occupational injuries and illnesses in Oregon. Prior to becoming the Oregon OSHA Administrator, he was appointed Acting Assistant Director for Washington’s Industrial Safety and Health Act in January 2005. As head of the WISHA division, Michael directed the agency's occupational safety and health program.Prior to this appointment, Michael was the senior program manager of WISHA's Policy and Technical Services. He held that position for more than nine years. In that capacity, he was responsible for the technical content and interpretation of all WISHA policy and standards. He also provided direction to regional enforcement and consultation staff in the appropriate application of WISHA requirements.Michael also served in a number of different capacities, often taking on new programs. In 2004, he spent four months as the acting program manger of L&I's Self Insurance Program. He worked for the state of Washington for 21 years, three of which were with the Washington State Legislature and 18 with Labor and Industries. A certified safety professional, he has a bachelor's degree from Gonzaga University.

Gene Balsmeier
Gene is committed to investing in the attributes and strengths of people and champions the necessary methods that lead to achieving VPP star status. Attendees gain valuable team building strategies and methods essential to good workplace choices and practices leaving an impactful and positive legacy in every aspect of individual lives. Gene has over 40 years of experience in the operation of industrial and nuclear facilities. His career began as a young enlisted mechanical operator on nuclear submarines followed by qualification in supervisory positions on naval nuclear power plants and facilities. After 23 years in the Navy, Gene continued his career in the Department of Energy in leadership positions including nuclear facility operations and environmental, safety, health and quality assurance. He has a passion for the study of human performance, team work, and leadership development and strives to implement the best attributes from his experiences and training into his everyday activities. He has recently returned from assisting in the restart of the Waste Isolation Pilot Plant near Carlsbad, New Mexico and is currently the director of Performance Assurance with the Fluor Idaho Cleanup Project.
